POP LABS is a civic infrastructure initiative developed and operated by POP Consulting LLC. We build county-based infrastructure hubs that function as community innovation spaces, supporting coordinated service delivery through shared physical space, standardized navigation systems, and data ecosystems.

Our services are provided to county governments, nonprofit organizations, foundations, and community partners through formal partnership agreements.

Counties maintain governance authority over hubs placed within their jurisdiction. POP LABS serves as infrastructure operator, not service provider. Service delivery remains the responsibility of partner organizations.

4. Nonprofit and Partner Organization Terms

Hub Membership Requirements

Nonprofit organizations and community partners participating in POP LABS hubs must:

  • Sign a Memorandum of Understanding defining roles and responsibilities
  • Execute Data Sharing Agreements that comply with applicable privacy laws
  • Complete required navigator training and onboarding
  • Follow standardized intake and referral protocols
  • Participate in hub governance structures
  • Report outcomes data as specified in agreements

Partner Responsibilities

Partners are responsible for:

  • Maintaining their own professional liability insurance
  • Compliance with all applicable laws and regulations
  • Quality of services provided to residents
  • Maintaining confidentiality and data security standards
  • Respectful collaboration with other hub partners

5. Foundation and Funder Terms

Foundations and impact investors supporting POP LABS infrastructure do so through formal funding agreements that specify:

  • Investment amount and payment schedule
  • Designated use of funds (capital, technology, workforce, etc.)
  • Reporting requirements and evaluation metrics
  • Recognition and partnership benefits
  • Duration and renewal terms

6. Intellectual Property

POP LABS Content

All content on this website, including text, graphics, logos, and software, is the property of POP Consulting LLC and protected by copyright and trademark laws. You may not reproduce, distribute, or create derivative works without written permission.

Data and Systems

County CRM systems, Trust Index frameworks, and navigation protocols developed by POP LABS are licensed to county partners through formal agreements. Counties may retain certain intellectual property rights as specified in MOUs.
